The Municipality of Rosales shares the joy and pride of the Cruz family of San Pedro East, Rosales, Pangasinan for not only graduating this year but more importantly, graduating at the top of her batch regardless of Poverty.  

Miss Sheila B. Cruz being a Municipal Scholar was warmly congratulated by Mayor Ricardo V. Revita for graduating with a highest honor at the Pangasinan State University, Bayambang, Pangasinan when she visits the Office of the Mayor to show her Certificate of Merits

Miss Cruz, one of nearly 400 college scholars of the LGU-Rosales, graduated “Cum Laude” after finishing her Bachelor of Science in Education Major in Chemistry course this school year.

Miss Cruz is the daughter of Mr. Eduardo Cruz, a carpenter and Rose Marina Bince, a plain housewife. This only suggests that regardless of financial constraints, determination to succeed will keep one afloat until one’s dream is realized.

Furthermore, the Mayor states that the quality graduates that the scholarship program produced validates our stand that we have some hidden gems in our town. All they need is a chance to shine”.
