On March 21-25, 2011, Mayor Ric has attended the Traffic Administration Course conducted by the University of the Philippines and the National Center for Transportation Studies. The seminar was held at the UP Diliman and was participated by different local administrators ranging from the MMDA, City Administrators, Peace and Order Safety Officers from the Cities of Cebu, Tacloban and General Santos. Generally the Mayor claims the course to enlightening, enriching and a significant tool in preparation for our cityhood. This is since the course itself is the inseparable partner of Urban Planning. Whereas the seminar is said to be helpful for growing and would be cities because traffic usually becomes a predicament for their continous growth. In one of the sessions also, our LCE learned on Traffic Impact Assessment wherein establishments who cause the surging traffic has a corporate social responsibility to address the problem. This is in a way related to our SM City where they seem to dictate the volume of traffic plying the McArthur highway, thus should they expand later, it becomes their social obligation to seek means to solve the problem by perhaps resorting to road expansion or installation of traffic light system. From here comes to play the scientific study that from a four legged intersection like ours in Carmen, there are 32 possible points of collision whereas with the help of a traffic light there are only two areas where collision may arise. This considerably justifies our plan for installing a traffic light at the Carmen intersection. |
